how effective are these, what does one target with it?

Very effective. Caught Cob, Garrick, Elf and 2 odds which were a steenbras and a grunter.

so i take it you got to fish it like a spinner?.. how much these go for... am i mistaken or is there a light(L.E.D) mechanism instered into it?

Different to a spinner think of dropshot without the soft plastic rather. No LED its a very simple but effective lure
