Rules when lying at anchor for other vessels at sea.

Hi guys.

While lying at anchor at sea doing some fishing with my ski boat displaying my anchor buoyi (ball) in broad daylight, a chokka trawler were about 2nm from me also on anchor decided to change spot and lifted his anchor and came over to me almost running me over. I mean so close that I could see pimples on his face on his bridge, and if I did not pull my anchor and moved, he would have run me over at my location. I tried getting him on the radio before I moved to ensure he sees me. No response.

As far as I know the vessel at anchor has right of way, and vessels under power must navigate around!!!
Am I wrong??? I took this picture after the incident.:X
