Ok it sounds like you have allergic rhinitis/sinusitis - this is a life long problem as you have allergies to environmental factors like dust, pollen, house dust mite, dog hair, certain trees/grasses, etc.  This problem will come and go depending on weather changes, stress, and exposure to the above environmental factors.  There is no cure for it and you will need to be on medication to try and control the symptoms which are normally congestion, runny nose, headaches, watery eyes, etc. 

Pseudofed is a short term solution and is very addictive.  It should not be used long term and no doctor will ever recommend that it is used for extended periods of time.  It is a stimulant and is currently on the list of highly abused prescribed medication.

The solution to your problem would be to get a cortisone nasal spray (inflanase or flixonase) which you would use twice a day to decrease inflammation in the nasal passages and sinuses.  In addition you could use an antihistamine which would assist to clear up the congestion eg. Clarityne or Zyrtec.  Generics are available for these meds but you would need to consult with your doctor to get a repeat script.  Long term use of this medication is safe and will help to control your symptoms so you can dive or swim regularly.
